Do you watch the IPL?
One of the executive branch's role is to give suggestions and propose laws (that have to do with sports) to the legislative branch. Kapil Sibal, the union law minister of India wants the central government to write a legislation which makes spot fixing in India a criminal offence. Sibal has talked to the sports minister, Jitendra Singh and they hope that the bill will be introduced in the parliament as soon as possible. The talk of spot fixing comes after three Rajasthan Royals (Cricket team in the IPL) players were charged with being a part of a spot fixing scandal. These three players were charged under cheating, criminal conspiracy and criminal breach of trust. Sibal believes that you have to make a separate law about spot fixing, that when broken, will have separate provisions such as punishment and trial. Sibal stated that past instances of fixing in India have failed due to a lack of laws dealing with the issue of fixing. Apparently the current provisions of the Indian Penal Code do not allow punishment for match fixing because it is not an offence. The closest possible legislation is the law for cheating, however, the law for cheating has not proved reliable against match fixing in the past and more than once, attempts to punish the accused have failed.
The sports ministry of India is also putting pressure on the the head of The Board of Control for Cricket in India (BCCI). The head of the BCCI, N. Shrinivasan, has had his reputataion ruined after his very own son-in law was discoered to be a part of spot fixing. Mr. Shrinivasan is making valiant efforts to prevent himself from getting invovled in politics. He has said, "I have already made it very clear that I will have nothing to do with the investigating commission. The probe commission is independent. It has the power to impose sanctions and hand out punishment." Apart from this many people part of this scandal have been arrested. This includes famous cricketers such as Shanthakumaran Sreesanth and certain actors such as Vindu Dara Singh Randhawa.
